A message dated June 29, 1999, was received stating the Governor has           
signed the following bill and is transmitting the engrossed and enrolled       
copies to the Lieutenant Governor's office for permanent filing:               
                                                                               
HOUSE BILL NO. 87                                                             
"An Act relating to money credited to the account of the state in             
the unemployment trust fund by the Secretary of the Treasury of
